CURRENT HAPPENINGS AS ON 30 October 2020

1. We Had Received A Letter From Ministry Of Youth And Sports Affairs On 24/8/2017 Stating That All The Office Bearers Above The Age Of 70 Should Be Seized And New Office Bearers Be Appointed To Release The Grant.
2. So Complying To That, Our National President Mr. Parshottam Rupala Appointed Mr Anil Pratham As National Chairman, Mr Akash Sharma As National Secretary And Mr Rahul Kumar As National Training Commissioner And Relieved Mr Shriniwas Sharma Mr Ravinder Talwar And Mr Maqbool Bhat But From Their Respective Posts.
3. But All This Did Not Go Too Well With Ex Chairman Mr Shriniwas Sharma And He Started Issuing Different Type Of Misleading Letters After His Post Was Ceased.
4. Mr Shriniwas Sharma Was Not Ready To Follow The Directives Of Government And The Mandatory Compliance Taken By Our National Chief Commissioner Mr Nanda With Permission Of Our National President Shri Rupalaji. With The Help Of Mr Ravinder Talwar, Mr Shriniwas Sharma Called The National Executive Meeting Which Was Not Within The Powers Of Mr Sharma And Mr Talwar & Invited All The States Secretaries Saying That It Was A Farewell Meeting.
5. As A Matter Of Precaution We Requested The Banks To Close The Bank Accounts So That No Money Is Used For Unlawful Purpose And We Also Notified The Ministry And The Society Registrar That We Are Closing The National Headquarter Office Of Delhi Of Delhi And Shifting The National Headquarters Somewhere Else.
6. As This Meeting Was Ipso Facto Illegal Our New Interim National Chairman Mr Anil Pratham Issued The Letter To All State Secretaries Saying That It Was An Illegal Meeting.
7. In The Meeting Mr Shriniwas Sharma And Mr Talwar Appointed Persons Of Their Own Choice And Tried To Turn The Meeting As Legal.
8. Many Of The State Secretaries Came To The Meeting In Their Personal Capacity Without Taking The Permission Of The Superior Authorities Of Their Respective States.
9. Mr Shriniwas Sharma Issued Cheques From Hindustan Scouts And Guides Bank Account As A Seized Office Bearer, Which Is Not Just Illegal But Also Can Be Termed As Fraud.
10. Mr Akash Sharma Resigned As National Secretary Due To Domestic Reasons.
11. Mr Maha Singh Was Removed As The National Treasurer As He Was Not Able To Produce The Required Setup Documents Asked From Him despite several reminders.
12. After That Mr Sarang Pathak Was Appointed As The New National Secretary & Mr Yogesh Shridhar Was Appointed As The New National Treasurer.
13. Mr Shriniwas Sharma And Some Of His Colleagues were Constantly Misleading All The States And Issuing Different Type Of Letters Everywhere Including The Ministry The Registrar Of Societies And Other Government Agencies.
14. This Type Of Situation Led To The Complete Chaos And Confusion In The Organisation And Therefore Ministry Issued A Letter Dated 27/11/2017 In Which It Give Full Power To The President For Calling A Council Meeting.
15. Referring To That Letter Of Ministry The President Issued A Letter For Calling The Council Meeting And Asked For The Necessary Data For Calling The Council Meeting Even Here Mr Shriniwas Sharma Told Us States Not To Give Data And Not To Believe The Orders Of Ministry And Our President Mr Rupala.
16. In Fact The General Secretary Mr G S Sharma Issued A Letter By Himself To Call A National Council Meeting Despite Knowing That The Powers Are Now Only With The President To Call A National Council Meeting, By calling the Council Meeting Mr. GS Sharma Has Made Complete Violation Of Ministry's Orders And The Undisputed President Mr Parshottam Rupala.
17. Mr. GS Sharma called the meeting on 04/02/2018 in Delhi and put various types of false allegations on the President & National Chairman which was supported by Various State Secretaries. Since the Ministry never considered this meeting legal, No Ministry Observer was present in the meeting. They used the false name of President Shri Rupalaji in the meeting, but Rupalaji never approved neither was present in the meeting.
18. There was a meeting in Udaipur by Mr. Akash Sharma on 04/03/2018 which was meant to resolve all disputes and it ended with a very positive note, this meeting included people like Shri Anil Pratham, GS Sharma, Satish Kumar, Narendra Audichya and Kishore Chauhan. A proposal was made to the other faction which involved positive suggestion but the other faction never complied to it.
19. Mr Shriniwas Sharma had filed a petition (WP(C) 2392/2018 & CM NO. 9977/2018 in Delhi court to get his National bank account open but the Delhi high court dismissed the petition and Mr Sharma had to withdraw his petition as he was not authorised to do so.
    Similarly Mr. Vinod Bidhuri was removed from the organisation few years ago from his primary membership, an enquiry committee was setup against him and no report has been produced in the National council committee which is the supreme body of HSG.
20. They filed their last petition to which the judge had asked various things in his interim order and had told them to deposit various documents in 4 weeks to which they couldn’t comply. The date for the next hearing was 5th September 2018.
21. Their last petition was also disposed off by the Delhi high court which said that the High court will not interfere in the matters of the bank which means that the status quo of bank keeping the accounts closed shall stay in that manner. We have conveyed to the bank through Mr. Nanda’s mail & Mr. Akash Sharma has also written a letter to not open the bank account till the next national council meeting is called. The bank accounts are still freezed.
22. We have suspended all the non complying states, these states are Punjab, West Bengal, North Eastern States, Madhya Pradesh, Jammu Kashmir, and Orissa & Chhattisgarh. All these states were removed because they had refused to give any type of Data (Scouting, Accounting & Financial) activities & camps continued to be running in their state yet they intentionally did not produce any data.
23. We have also intimated all the states in our control to form a national council committee and send the final list of all the 6 members to us so that we can call a National Council meeting. As per bylaws besides this 6 members we have asked for SCC, SC (Scout & Guide) which makes total 9 members.
24. All the States have gladly complied to what we have said and are ready to follow our president’s order and Government of India’s instructions.
25. Mr. Vinod Bidhuri tried to establish himself by doing a case in Rohini court as the national secretary of HSG, and filed a case in court that Mr. Sharma had wrongly removed him, He thus withheld the information to the honorable court that he is not the National Secretary.
26. Mr. Akash sharma who is the righteous & Legal secretary had to become a party in Rohini Court to let the whole world know the real fact. That case is still ongoing.
27. On the completion of Tenure on May 31st, Our President Shri Parshottam Rupala gave his resignation to govt. of India.
28. After that An Emergency Executive meeting was called & held in Gandhinagar on 14th Sept 2019 and it was decided that Dr. S K Nanda would be our Interim President & Mr. Anil Pratham would be our National Chief Commissioner. Some other important positions were also decided in this meeting, Which are as follows:
    
    --Mr. Akash Sharma was affirmed by the whole house as National Secretary
    --Mr. Yogesh Shridhar as National Treasurer
    --Mr. Dhaval Modi as National Training Commissioner
    --Mr. Aalap Shah as the National Auditor(Data) & NHQ Commissioner Vigilance & Ahmedabad Office Centre Head
    --Mr. Sarang Pathak as National Head Quarter Commissioner.
    --Mr. Aditya Rathi as New State Secretary of Uttarkhand.
    --Dr. L. S. Pathak as Legal Consultant.
    -- Shri C P Jain as Financial Consultant.
29. Mr Manoj sindhi was found conducting irregularities related to Financial & Scouting to which he had to be removed as State Secretary of UttarPradesh & Uttarakhand.
30. Mr. Kishore Chauhan was found doing Anti HSGA activities and therefore was removed from his primary membership from the organisation.
31. West Bengal Team: New team formation in process as Mr. Dipankar Debnath & Ms. Rakhi Mitra were removed citing reasons of Non Performance & withhelding information from National Headquarters.
32. Tamilnadu Team:New team formation in process as Mr. Ramakrishnan & his team were removed citing reasons of Non Performance & withhelding information from National Headquarters.
33. The Kerala Team which was headed by Mr. Jouhar did a governor camp in kerala without informing the National Headquarters and when inquired could not give any satisfactory answers and therefore the complete team of Mr. Jouhar was removed.
34. The ahmedabad headquarters have launched a new grievance redressal committee (letter available in circulars column) under which any person can come and complain against any wrong doing done.
35. Uttarakhand State is formed. State Secretary is Mr. Aditya Rathi. Sh. Rajeev Swarup (IPS) is the State Chief Commissioner of Uttarkhand State.
36. Punjab State is Formed, Project Head is Mr. Gulshan Kumar. Mr. Narender Saini is the Chairman for Punjab State.
37. Himachal State is Formed, Project Head is Mr. Ankush Kumar.

39. Court Case Status: No conclusions have been reached yet, If any one is claiming any designation based on interim orders kindly ask for their documents first. Ahmedabad Faction has also become a party in the court case, but the court is yet to hear from our side.
